Given that USB card readers don't usually need separately-installed drivers, so I'll assume that this particular reader is a CAC reader.

- Additionally I have one CAC reader that won't read my card at all, but I believe that's a transition to PIV certificate issue with compatibility with this 10 year old read. Many readers have firmware updates. The one in question is an IO GEAR GSR202 that I bought in training early in my career. Windows 10 doesn't even have an official driver.
Saicoo indicates that both Oracle Java is required before launching the provided installer, and that there's a separately-acquired 'enabler' software package also required.

I do not know about the 'third-party CAC Enabler program' that Saicoo lists as being necessary. The organization that you're using this CAC reader with will probably know about this enabler requirement, too.
In general, I'd contact the vendor's technical support for assistance here, as well as the folks that support the organization you're using the CAC reader with. Failing resolution with the Saicoo reader, consider returning the device to the vendor for a refund, and acquire a device with (better) support for macOS.
